Tax forms that are generated using unapproved software cannot be processed through the Department's automated processing equipment. Therefore, the North Carolina Department of Revenue (NCDOR) reserves the right to reject forms from unapproved sources. Taxpayers that submit forms from unauthorized companies may be contacted and required to resubmit original DOR forms or tax forms generated by an authorized software developer. In addition, any refund due will be delayed until the form is processed.

Software Developer Errors

The information listed on this website provides taxpayers with general information of software issues that have been identified during the current tax filing season. Software developers are immediately notified once a problem has been discovered. Updates will be provided in the company’s software when the problem has been resolved. Please consult with your tax preparer or with the technical support services listed in your software if you have experienced the problems listed below:


Date Received: March 26, 2009

Software Developer: CCH

Issue: The Department experienced problems in processing CD-419 forms generated from software created by CCH. The problem resulted in returns being filed with incomplete FEIN numbers located at the top of the form and missing scan lines, which are placed at the bottom left hand corner of the form. Taxpayers should refrain from using CCH’s product to prepare CD-419 forms.

Software Developer: Tax Partners, LLC (A division of Thomson Reuters)

Issue: Tax Partners, LLC is an unapproved software developer for tax year 2008. The company improperly used North Carolina’s E-500 web fill-in forms in their software package to submit Sales and Use tax information. It is the Department’s policy for all software companies who wish to reproduce NC tax forms, to gain approval of their forms through the Forms Approval Process. Tax Partners, LLC was required to resubmit their tax information on corrected E-500, Sales and Use tax forms and discontinue use of the web fill-in version in their software product.
